I have a whole video where I talk about ATAK. Here is how you connect to my server:

Connect to my Server on Android: 

Kebab Menu top left - Settings (on the bottom) - Network Preferences - TAK Servers

Tap 3 Button

• Add Name: PhoenixFeather Tak Server
• Address: phoenixfeather.duckdns.org
• Use Authentication: Username: PFA Password: PFA123456789 
• Check Enroll for Client Certificate
• Check Advanced Options
• Check SSL Serverport: 8089
• Check “Use default SSL/TLS Certs Go back up and
• UNCHECK “Enroll with Preconfigured Trust
• Hit OK
